How the observed day is set
Most federal holidays are either fixed dates (Juneteenth, Independence Day, Veterans Day, Christmas, New Year’s Day) or “Monday holidays” created by the Uniform Monday Holiday Act of 1968. Monday holidays can never fall on a weekend. The fixed dates can, and then the Office of Personnel Management moves the day off: Saturday → the Friday before, Sunday → the Monday after.
In 2025 no holiday needs moving.
